The offending officer appears to be one Rev Insp Andrew J Earl (how can being a Rev be compatible with being a plod?) perhaps they think trotting out the force chaplin to front such a disgusting statement will stop people savaging them for it! I trust he has carefully examined his conscience and consulted his god before hiding behind a technicality.
It is worth noting that many cautions are where police have brow-beaten people into accepting a caution for something that isn't criminal and they wouldn't prosecute (eg possession of a multi-tool or more to the point in this case sexual inter-course between a boy and girl both aged 13 to 15 where neither has made a complaint)
