Of course it doesn't actually state his real plan which is to maximise good publicity for himself in Keighley while watching Bradford burn. Konsumptive Kris of course wants to replace that hammer of all things asian, Anne Cryer, as MP for the white chavurbs of Keighley.

51. THE BIG PLAN – DEVELOPING A NEW SUSTAINABLE COMMUNITY
STRATEGY FOR THE BRADFORD DISTRICT FOR 2008-2011
The Deputy Chief Executive submitted Document “V” which asked Improvement
Committee members to discuss and comment on the latest working draft of The Big Plan
for the Bradford District 2008-2011, which would become the Sustainable Community
Strategy for the District.
The Big Plan was structured around six thematic chapters; Prosperity and Regeneration,
Children and Young People, Safer Communities, Health and Well Being, The Environment
and Strong Communities and Thriving Neighbourhoods. Each of the improvement
committees would be considering the chapters of most relevance to that committee’s
remit.
Members of the Corporate Improvement Committee were invited to comment on
• Any aspect of The Big Plan, particularly the principles and the cross-cutting themes.
• The Big Plan overall, including the shared principles, updated 2020 Vision and the
effectiveness of specific ambitions, priorities and actions to address the council’s
duty to sustain and improve wellbeing, and support citizens to improve their quality
of life, as summarised in section 4 of Document “V” and in The Big Plan at
Appendix 1.
Members commented on a number of issues which included:
• concerned about the level of consultation undertaken; the business community had
not been consulted about the Big Plan
• role of the business community was central to sustainability
• acknowledged that consultation took place in 2005 but the public’s view and
priorities had changed since then
• needed to be more forward looking when undertaking research-nature of problems
needed to be explored in more depth
• narrative in the Big Plan did not bring out the most important issues such as
improving education; should be focussing on issues that needed addressing
• should be considering priorities differently ie look at improving mothers’ health
rather than infant mortality
• issues relating to people who cannot obtain access to accommodation needed
addressing; benefits and importance of appropriate accommodation needed
emphasising
• priorities of Bradford should be the focus rather than national targets
• issues relating to cohesion were not emphasised sufficiently in the report
• community cohesion was an issue this Committee needed to consider at a future
meeting
• Bradford had a very active and vibrant cultural life; there were no references in the
report in relation to this; the report did not reflect the strong cultural aspect of the
district
• impressed with the publicity about the Big Plan that was given in the Telegraph and
Argus.

The Assistant Director, Partnerships reported that widespread consultation on the
importance of the proposed themes and critical issues took place in October and
November 2007. This involved discussions with Members, partners and over 3,000
members of the public. Considerable consultation that took place in 2005 had also been
taken into account. It was accepted that more discussion was needed. Publicity on the Big
Plan included a series of articles in the Telegraph and Argus; Community Pride went to
every household; discussed at Neighbourhood Forums and on local radio. She also
reported that the Business Community were extensively consulted with and involved in the
development of the Economic Strategy launched last June. The Economic Strategy was
reflected in the Big Plan.
It was reported that the comments raised by Members would be taken into account in the
further amendment and refinement of The Big Plan and the LAA prior to consideration by
Executive and adoption by Council and the Local Strategic Partnership.
Resolved –
That officers take account of the comments made by the Committee when they
redraft the Big Plan in particular, the narrative in the Big Plan should give greater
emphasis to the importance of improving the education attainment of children and
young people and that the importance of cultural activities in the life of the district
be given greater prominence in the Big Plan.
